This research was conducted to inform the development of heat network zoning policy, which aims to decarbonise heat in UK buildings. The study gathered views from stakeholders, including building owners, local authorities, and residents across six cities in England. It highlighted challenges and concerns around mandatory connections to heat networks, such as costs and consumer protection, while also demonstrating support for zoning when it offers cost-effective, low-carbon heating options.
